Drone Classification

In Paraguay, drones are classified by weight into the following categories:

  • Small: up to 10 kilograms maximum take-off weight
  • Medium: more than 10 to 150 kilograms maximum take-off weight
  • Large: more than 150 kilograms maximum take-off weight

Registering Your Drone in Paraguay

According to the DINAC R 1103 (Resolution 2170/2017), you must register your drone to fly it legally in Paraguay. There is no official application form available. Therefore, send an email with your request including your drone model, activity description, timeframe, and possibly the coordinates of your planned flights to [email protected]. Processing takes five business days, but we recommend allowing a few extra days.

If registration is successful, you will receive a registration number that must be permanently affixed to your drone along with the following information:

  • Registration number
  • Serial or manufacturer number
  • Owner’s full name
  • Address of the owner/operator

No additional authorization from DINAC is required for flying your drone for recreational or entertainment purposes.

Regulations for Commercial Drone Pilots

To operate your drone commercially, you must obtain authorization from DINAC in addition to registration. You also need a valid remote pilot license. A medical fitness check (Class 3) is also required.

As a commercial drone pilot, you must obtain liability insurance that covers property damage of at least “350 minimum daily wages.”

Additional Drone Flight Rules in Paraguay

You must be at least 18 years old to fly a drone.

Fly your drone only within visual line of sight and during daylight hours. Night flights are prohibited unless you obtain a special permit.

Maintain the following minimum distances:

  • 30 meters horizontally and 10 meters vertically from uninvolved people
  • 50 meters from buildings, structures, vehicles, and boats
  • 100 meters from events, concerts, festivals, and sports events

Operating in controlled airspace and air corridors is prohibited without special authorization from DINAC.

Drone flights in populated areas such as cities, residential neighborhoods, crowds, near airports, designated no-fly zones, and restricted areas are also prohibited.

Drone operators must have an operations manual and a suitable risk management system for their operations.

Operating more than one drone simultaneously from the same control station is prohibited. In exceptional cases, and if required due to the nature of the operation and proper safety measures are in place, DINAC may grant special permits.
