Flying a drone in Uzbekistan

Planning a trip to Uzbekistan and thinking about bringing your drone? Then you should be well informed, as the country has very strict regulations regarding drone use. However, there’s one exception that raises questions: so-called “aircraft models” – that is, model aircraft used for recreational and hobby purposes.

Drone ban – but not for everyone?

According to the Civil Aviation Agency of Uzbekistan (UzCAA), the import, sale, possession, and operation of drones is generally prohibited unless special permission is granted. This regulation applies in particular to authorities, companies, or commercial projects – private individuals are not explicitly mentioned.

At the same time, the official website states that toy drones and “aircraft models” used for sports, education, or recreation are excluded from the restrictions. In many countries, this includes privately used camera drones – such as common DJI models or FPV drones flown purely for hobby purposes.

So does this mean that tourists and hobby pilots may legally fly such drones in Uzbekistan?
At this point, the situation is not entirely clear! According to the information available, model aircraft may only be operated in designated zones.

We’ve contacted the authorities

We have reached out directly to the Uzbek Civil Aviation Agency (UzCAA) to request a binding clarification. As soon as we receive an official response, we will update this article accordingly.

Our goal: to give you a legally sound assessment of whether private drone operation is allowed under certain conditions – or still considered prohibited.

What is clearly regulated?

  • Commercial and governmental drone use is only permitted after several steps of approval:
    • Authorization by the Cabinet of Ministers
    • Frequency usage license (Mininfocom)
    • Registration with the Civil Aviation Agency
  • Model aircraft and “aircraft models” are exempt according to the website. Whether this also includes modern hobby drones remains uncertain.
  • Altitude, line of sight, and distance rules: Even for permitted models, certain conditions apply:
    • Maximum altitude: 50 meters above ground
    • Minimum 150 meters from airports and approach/departure routes
    • Operation only within direct line of sight

The UzCAA website includes a list of organizations and companies that have been granted permission to operate drones in Uzbekistan. We noticed that the list is quite short – which leads us to believe that the process is complex and not easily accessible.

Our preliminary conclusion

It currently appears that privately used drones may fall under the exemption for “aircraft models.” However, without a clear confirmation from the authorities, we advise caution. As soon as we receive an official answer, you’ll find an update right here.

    Hi,

    Is it allowed to bring in drone parts into Uzbekistan? Can’t find anything about that on the internet. Our drone is broken, so we’ll send to DJI to repair, but will have the remote control & two batteries. You think the Uzbeki customs will make a problem of that? Thanks!

      Hi! I am not sure, but I guess it is not a problem to bring the remote controller to Uzbekistan. I would give it a try.

    Hello Francis I am trying to contact the embassy of Uzbekistan to understand if I can bring a drone to uzbekistan even if I don’t use it but at the moment I have no answer. I have a dij Spark, do you think they will not let me in?

      There is a weith restriction in uzbekistan to bring your drone and fly them, you might find your answer in lex.uz unfortunately there is only two languages. I asked some people at the airport basically they didn’t know what they were talking about.

    Hello, does anybody know if you can store your drone at the customs in the Tashkent airport and pick it up again when you leave the country?
